So please pop into our chat channel, where I can spend a lot of time confirming each step or simply remote in using Teamviewer 11.
I would guess that you still have User Account Control turned on or haven't set compatibility, or maybe trying to run the game in 3d mode instead of CPU if your graphics card isn't good enough. Also download those registry settings.
